1. (S) During the U.S.-Ukraine Non-Proliferation Working
Group meeting June 27, Volodymyr Popovych, special advisor to
Deputy Defense Minister Volodymyr Tereshchenko, grinning
broadly, handed over the SCUD missile and component inventory
long requested by the U.S. (note: see ref A from 2005. The
MOD was prepared to pass the list at the 2006 NPWG, but
declassification issues took a year to resolve. end note).
Popovych urged the U.S. to move quickly to the next step in
SCUD missile destruction by sending a team of experts to
survey the storage locations during the August 1-20
timeframe. He said that he would need names and passport
numbers of the team by July 15 in order to be able to process
the access request in a timely fashion. Popovych opined that
the team should include appropriate legal and financial
experts who would be able to discuss the drafting of an
appropriate agreement to support the SCUD missile destruction
process.

the inventory list to Washington.
