1. (S) We relayed reftel points May 4 to MFA Arms Control and
Military Technical Cooperation Department Counselor Oleh
Belokolos. Although we were prepared with if-asked guidance
to respond to possible arguments that MTCR was not intended
to impede space development or that the RD-120 preparation
time made it unsuitable for military application, Belokolos
received the information without substantive comment.
