Pursuant to Article 17, Paragraph 1 of the Open Skies Agreement between the United States and Kuwait signed on August 30, 2006, Post sent the following text via Diplomatic Note to the Kuwaiti Foreign Ministry on January 22: ¶2. Begin Text: No. 033 The Embassy of the United States of America presents its compliments to the Ministry of Foreign Affairs of the State of Kuwait and has the honor to refer to the Open Skies Agreement on air transport between the Government of the United States of America and the Government of the State of Kuwait, which was signed and provisionally entered into force on August 30, 2006. Article 17, Paragraph 1 of the Agreement states: "This Agreement and its Annexes shall enter into force on the date of the later note in an exchange of diplomatic notes between the Parties confirming that each Party has completed the necessary internal procedures for entry into force of this Agreement." The Embassy wishes to inform the Government of Kuwait that the United States has completed all necessary internal procedures to fully implement the Open Skies Agreement. The Embassy requests that Kuwait complete the necessary internal procedures to fully implement the Agreement and inform the Embassy by Diplomatic Note at the earliest possible date. The Embassy of the United States of America avails itself of this opportunity to renew to the Ministry of Foreign Affairs the assurances of its highest consideration.
