(C) Poloff delivered notification of the upcoming ARB hearing to Ministry of Foreign Affairs (MFA) official Feisal Al-Eneizi on June 6. ¶2. (C) Poloff inquired about the development status of a Government of Kuwait (GOK) threat mitigation plan for use with detainees transferred from Guantanamo to the GOK in the future as discussed during a visit by a USG interagency team in March, 2007 (ref B). Eneizi responded that he was preparing an update on the detainee issue for the Amir following the Foreign Minister's recent USG meetings during his trip to the United States in late May. He said information on this issue would be included in the report and that any additional mitigation measures would be identified after the Amir's review of the report. (Note: Post has raised the issue of new mitigation measures with the MFA several times since the USG interagency visit and has not received any indication of progress on the issue.
