1. (SBU) Econoff hand-delivered reftel points via diplomatic
note to the office of MFA Director of Follow-up and
Coordination Khalid Maqamis on January 14, 2007. Econoff
also faxed copies of Treasury's press release to the Central
Bank of Kuwait (CBK),the Ministry of Finance, and the Union
of Kuwaiti Banks. CBK confirmed receipt of the fax on
January 15 but noted to Econoff that no action will be taken
until they receive official notification from the Ministry of
Foreign Affairs. Post will report further action septel.
