(S) On November 20, Charge presented reftel points to Kuwait Ministry of Foreign Affairs Under Secretary Khaled Suliman Al-Jarallah. ¶2. (S) Jarallah reacted with surprise and incredulity to the reftel point that Sa'd Al-Azmi had taken up residence in Yemen. He stated that he shared USG concern regarding the current and former detainees, remarking that "it's difficult to trust these people." ¶3. (S) In light of the travel of former detainees, Jarallah agreed with USG points requiring assurances that their movements would be monitored and controlled. He also said that the GOK would take reftel points seriously, and that he realized that lax GOK monitoring of the former detainees would necessarily impede transfer of the four remaining detainees. He added that he would pass on reftel points to Ministry of Interior officials for further action.
