On November 1, POLOFF delivered ref A to Kuwaiti Ministry of
Foreign Affairs International Organizations Department
Counselor Dr. Hamad Bou Rahmah. Bou Rahmah said that though
the GOK has reservations regarding some of the proposed
language (as mentioned in ref A.) in the U.S. resolution
condemning rape as a policy instrument, in principle, it
supports the resolution. He added that the GOK is currently
in consultation regarding the matter and will follow the GCC
lead in issuing a formal response, but agrees that it is
necessary to strongly condemn the tactic of using rape to
achieve political or military objectives.
