1. (C) In a courtesy call to congratulate Mohammed Al-Elaim
on his reappointment as Minister of Electricity and Water
(Ref A),CDA thanked Al-Elaim for receiving Iraqi Electricity
Minister Dr. Karim Wahid Hasan during his 27-29 October visit
to Kuwait (Ref B). Al-Elaim answered, "Whatever is good for
Iraq is good for Kuwait. We are all in the same boat." He
confirmed that Kuwait Petroleum Corporation (KPC) extended
the term of its contract with the Iraqis at Dr. Karim's
request and said that even though he no longer controlled the
Oil Ministry, he expected KPC to pursue any outstanding
issues preventing the transportation companies from making
fuel deliveries. (Note: Al-Elaim met with Dr. Karim on 28
October, just before relinquishing his position as Acting Oil
Minister to newly appointed Oil Minister Bader Meshari
Al-Humaidhi. Post has requested a meeting with the new Oil
Minister to stress the importance of enabling fuel deliveries
to be made as soon as possible.)
