1. (S) On 16 October, Post received the below diplomatic
note from the Kuwaiti Ministry of Foreign Affairs confirming
the GOK's refusal of the USG request (ref A) to transport
Iraqi yellowcake through Kuwait.

October 8, 2007
The Ministry of Foreign Affairs presents its highest
compliments to the Embassy of the United States of AMERICA
accredited to the State of Kuwait and refers to the embassy's
request for transferring a shipment of uranium yellowcake
from Iraq to Kuwait and then to ship it out of Kuwait. We
wish to advise you that the Ministry of Defense declines (the
request for) transit or storage of this substance within
Kuwaiti territory.
