1. (S) On October 2, Charge met with Kuwait Ministry of
Foreign Affairs Under Secretary Khaled Suliman Al-Jarallah to
discuss the repatriation of Kuwaiti government documents
recovered in Iraq by the Coalition (see background below).
Charge and the U/S decided on a course of action that calls
for an unofficial embassy visit by a GOK official to review
the material, to be followed by a Kuwaiti determination of
the document disposition. After the initial review,
according to the U/S, Kuwait is likely to inform and request
UN High Level Coordinator Yuri Vorontsov's assistance in
conducting an official transfer of the material.

2. (S) In September, Post received permission to release to
the GOK two boxes of Kuwaiti documents, ranging from UNCLASS
to KUWAITI TOP SECRET, from the Combined Media Processing
Center (CMPC) in Qatar. According to CMPC, all of the
documents were gathered in Iraq during OIF and are from 1990
or before. It is unknown whether any of these documents are
part of the missing archives referred to in the Vorontsov
letter of May 15, 2006 (ref a).
