(S) On October 2, Charge met with Kuwait Ministry of Foreign
Affairs Under Secretary Khaled Suliman Al-Jarallah for an
update on the USG request to ship Iraqi uranium yellowcake
through Kuwait (ref b). According to Al-Jarallah, in
consultations with Chief of Staff Fahad Al-Emir and contrary
to the impression he provided in ref b, he had learned that
the GOK would not allow the requested transit and added that
a formal statement of refusal will likely be sent to Post
within the coming week.
