(S) On September 17, Charge met with Kuwait Ministry of
Foreign Affairs Under Secretary Khaled Suliman Al-Jarallah to
discuss the USG request to ship Iraqi uranium yellowcake
through Kuwait. Al-Jarallah said that in order to allow this
transit, he must first seek guidance from his counterparts in
the relevant ministries (i.e. Defense, Interior). He
suggested, however, that if it was determined that moving the
substance through the country presented no dangers to the
Kuwaiti people or the environment, the GOK response to the
request is likely to be "very positive."
