1. (SBU) Poloff delivered reftel talking points to Ministry
of Foreign Affairs Americas Department official Hamad
Al-Mashaan on January 24. Al-Mashaan said he would send them
to Salem Al-Shubli of the MFA Legal Affairs Department for
review and response. Al-Mashaan said that despite Kuwait's
last minute cancellation of participation in the PSI Leading
Edge exercise in October, 2006 (ref B),Kuwait intends to
participate in future PSI exercises.
