(C) Econoff delivered reftel points on August 29 to Shaykh
Ali Khaled Al Sabah, Director of the Economic Department and
Acting Director of the Americas Department at the Ministry of
Foreign Affairs. Shaykh Ali said he would pass the
information to Kuwait State Security to determine whether any
Kuwait-based charities or individual donors were providing
support to the Al-Salah society. He said he would share any
relevant information uncovered by the GOK regarding Kuwaiti
contributions to Al-Salah and requested that the USG share
whatever specific information exists about Al-Salah's ties to
Kuwaiti donors. Shaykh Ali speculated that if any Kuwaiti
donors were providing support to Al-Salah, "they probably
were not aware that part of this funding was being used to
support terrorism rather than charity services."
