1. (SBU) Post delivered ref A and B demarches and background
papers to the Ministry of Foreign Affairs via diplomatic note
on June 18 and June 27, respectively. The GOK is unlikely to
co-sponsor a working paper on these issues. Post has
requested a meeting with the Air Transport Director at the
Directorate of Civil Aviation to gauge GOK support for the
U.S. position and will report substantive response septel.
