(C) We delivered talking points drawn from reftel on March 5
to Astanah Banu, Principal Assistant Secretary in the Foreign
Ministry's Multilateral Political Affairs division. We have
thus far received no substantive comment from the MFA.
Malaysia's past stances within the HRC generally have
contradicted the USG's positions and goals. We will continue
to seek opportunities to encourage Malaysia to support our
priorities in the HRC.
