I. SUMMARY
The Advisor participated in a bio-terrorism workshop in
Singapore conducted by US Department of Justice officials and
went to Jakarta to meet with Indonesian officials and Embassy
Jakarta personnel to discuss the upcoming Commodities
Identification Training. The Advisor participated in meetings
to discuss 1207-funded proposals for Malaysia. Three
Philippine government officials attended the University of
Georgia's Export Control Academy. END SUMMARY

SUMMARY The Advisor participated in a bio-terrorism workshop in Singapore conducted by US Department of Justice officials and went to Jakarta to meet with Indonesian officials and Embassy Jakarta personnel to discuss the upcoming Commodities Identification Training. COMPLETED ACTIONS FOR THE REPORTING PERIOD ¶A. SITE ASSESSMENTS AND MEETINGS DURING REPORTING PERIOD ¶1. October 09-11 the Advisor was in Jakarta to meet with officials from the Nuclear Energy Regulatory Agency (BAPETEN) and the National Nuclear Energy Agency (BATAN) to discuss the upcoming Additional Protocol Commodities Identification Training (AP-CIT) scheduled for November 06-08. Mr. Sukarman Aminjoyo, Chairman of BAPETEN, and Mr. Adiwardojo, Deputy Chairman of BATAN, voiced their support for the workshop and the engagement with the US State Department and Department of Energy officials. After clearing up Indonesian concerns on several agenda topics, Mr. Aminjoyo and Mr. Adiwardojo approved the proposed agenda and agreed to make presentations of their respective agencies' roles in implementing the requirements of the Additional Protocol. ¶2. The Advisor participated in several meetings this month to discuss 1207 funding proposals. An inter-agency committee is considering the best ways to use the funding to build capacity within the new Malaysian Maritime Enforcement Agency, Malaysia's Coast Guard, as well as to identify other agencies for potential training and equipment assistance. ¶B. TRAINING CONDUCTED DURING REPORTING PERIOD ¶1. Three individuals from Philippine Customs participated in the UGA CITS Export Control Academy October 01-05. ¶2. The US Department of Justice's Office of Prosecutorial Assistance and Training conducted a bio-terrorism workshop in Singapore October 03-05. This EXBS-funded workshop was attended by a total of 24 individuals from Singapore's Internal Security Department, Civil Defense Force, Ministry of Health, Ministry of Home Affairs, Attorney General's Chambers, Police (Intelligence, Criminal Investigation, and Bomb and Explosives Investigation Departments),Home Team Academy, Health Science Authority, and Customs. US presenters included representatives from the Department of Justice, Federal Bureau of Investigations, Centers for Disease Control and Prevention, and Department of State. ¶C. EQUIPMENT DELIVERED DURING REPORTING PERIOD NONE ¶D. IMMINENT TRAINING OR EQUIPMENT STATUS UPDATE ¶1. An Additional Protocol Commodities Identification Training workshop is planned for November 05-07 in Indonesia. ¶2. Government of Singapore officials are scheduled to attend RADACAD training November 05-09 in Washington State. ¶3. Wassenaar Arrangement/National Control List training is scheduled in Singapore December 04-07. ¶4. International Seaport Interdiction Training is scheduled for December 10-14 in the Philippines. ¶E.
