SUBJECT: EXPEDITED HUMAN RIGHTS VETTING REQUEST: MARITIME
SECURITY TRILATERAL IN CEBU, PHILIPPINES



1. The security force members listed in Paragraph 2 are
scheduled to participate in a Maritime Security Trilateral
Conference from August 25 - 29, 200 in Cebu, Philippines
sponsored by the Asia Pacific Security Forum. Embassy has no
information to indicate that the individuals listed in
Paragraph 2 have been involved in gross violations of human
rights.


2. Embassy requests that the Department of State review its
files to determine whether the Department of State possesses
credible information of gross violations of human rights by
the following individuals:
