1. (SBU) Post has reviewed the FY 2007 section 1206 proposals
to install radar facilities in Eastern Sabah and CENTRIX
stations (reftel). We approve the proposals and recommend
that they be notified to Congress.
2. (C) Post proposed the radar facilities project based on
our understanding directly from the Malaysian Chief of
Defense Forces that the military would control the radars
installed under our proposal. We have heard separately that
the Malaysian Maritime Enforcement Agency (MMEA) may assume
control over this aspect of maritime security from the Royal
Malaysian Navy in Sabah. The MMEA is an agency analogous to
the U.S. Coast Guard and gradually is assuming its duties as
a maritime security force, though it remains understaffed and
under equipped to carry out its mandate, particularly in
Eastern Sabah. We have also heard that the MMEA has issued a
tender this year for the procurement of a maritime radar
system in Eastern Malaysia. We are attempting to verify this
information. Nevertheless, we propose to proceed on the
basis of the original response to us of the Chief of Defense
Forces. He will return from an official visit to Indonesia
this week and we will follow up with as soon as we can.
