1. (U) Bas-Congo provincial assembly members elected four
national Senators January 19, including Transitional
Government Vice President Abdoulaye Yerodia. Yerodia and two
others -- Jacques Mbadu (Independent),the current Governor
of Bas-Congo, and Gaston Nginayevuvu (Forces du Renouveau),a
Transitional Government deputy - belong to Kabila's AMP
coalition. The fourth new senator, Raphael Siluvangi (MLC),
is allied with Bemba's Union for the Nation (UfN). Although
the Bas-Congo provincial assembly leadership is composed
entirely of UfN supporters, assembly members voted primarily
for AMP-allied candidates for Senator.
2. (SBU) Biographical information
Jacques Mbadu Nsitu (Independent)
Mbadu, 55, the current governor of Bas-Congo, was appointed
in October 2006 by President Kabila.
Gaston Nginayevuvu Lubamba (Forces du Renouveau)
Nginayevuvu, 63, was a member of the National Assembly in the
Transitional Government from the political opposition. He
unsuccessfully ran for the National Assembly as a member of
the Forces du Renouveau party. Born June 29, 1943.
Abdoulaye Yerodia Ndombasi (PPRD)
Yerodia, 74, was one of the four Transitional Government Vice
Presidents. He served as Education Minister from November
2000 to April 2001 and Foreign Minister from March 1999 to
November 2000. He has made numerous inflammatory public
statements about Tutsis. He is a university professor of
psychoanalysis by training. Born January 5, 1933.
Raphael Siluvangi Lumba (MLC)
Siluvangi, 65, has his base among the Bakongo Movement. He
unsuccessfully ran for National Assembly as a member of the
MDD party. Born January 7, 1942.
