1. (SBU) Summary: Scattered fighting between Peter Karim's
FNI and FARDC troops continued December 29, and a December 30
ultimatum to Karim passed without resolution. However, the
GDRC kept open a door to future negotiations with the militia
leader. End summary.


2. (SBU) Sporadic fighting between Peter Karim's FNI and
FARDC troops continued at Fataki on December 29. The FARDC
reportedly regained control of the Djugu FARDC camp and Djugu
town (10 km south of Fataki) the same day. On December 31,
FNI/FARDC clashes moved to the Nizi area (30 km north of
Bunia) and continued there until January 1, when the FARDC
pushed FNI troops out of the towns of Dzina and Bakombe (15
km north of Nizi). Although a Bunia-based NGO reported to us
that 60 soldiers had been killed in recent fighting, MONUC
can only confirm 19 FARDC soldiers casualties.


3. (SBU) A December 30 government deadline for disarmament
came and went with no movement on the part of Karim or the
FNI. Karim told MONUC he skipped a scheduled December 28
meeting with a visiting GDRC delegation (reftel) because he
wanted a three-day ceasefire before resuming negotiations.
Despite this, General Vainqueur Mayala extended an olive
branch to Karim January 1, saying "the door remains open for
the FNI leader and his combatants to come for integration."
Karim said he wanted to integrate but could not until he
received the $5,000 promised to him to educate his troops
about the integration process. He also complained that
militia leaders Ngudjolo (MRC) and Cobra Matata (FRPI) had
already received $5,000 each.


4. (SBU) According to MONUC, Mayala spoke to Karim by phone
January 2, and both agreed to an immediate ceasefire,
especially in the Fataki area. Combat resumed between the
FARDC and FNI in Fataki later that day, however, and spread
to the nearby villages of Wiri, Mbanga, and Tchele.
