individuals proposed reftel for sanctions under UN Security
Council resolutions 1596 and 1649 during the course of his
first official call on Foreign Minister Mbusa Nyamwisi March
20 (septel). The Ambassador emphasized the importance of
combating the traffic in arms in the Great Lakes region.
2. (C) Minister Nyamwisi expressed support for the sanctions
process, noting that it helps advance peace in the region.
