1. (U) Poloff met with Ambassador Matondo, chief of the
International Organizations bureau at the DRC's Ministry of
Foreign Affairs, on March 15 to deliver the demarche on
proposed UN reforms (reftel). Poloff explained the USG's
objections to the reforms as proposed and left a copy of the
relevant points included in the instruction cable.
2. (U) Ambassador Matondo stated that he understood the
USG's concerns with the proposals, and its interest in
balancing multiple roles as host of an international
organization, member of that organization, and host of
numerous international support staff. He promised to review
the talking points in detail and to raise our concerns with
the DRC mission to the UN in New York.
