(U) Results from the January 19 Senate elections in Bandundu gave Kabila's Alliance for the Presidential Majority (AMP) a narrow majority of seats in Prime Minister Antoine Gizenga's home province. The pro-Kabila PPRD won two of the province's twelve Senate seats, as did Mbusa Nyamwisi's Forces du Renouveau (FN); Gizenga's PALU won one. AMP allies in two other parties won one seat apiece. Independent candidates won two seats, while the MLC and two of its UN coalition allies won one seat apiece. ¶2. (SBU) Biographical information: Sylvain Mbuku Nuni (Independent) Mbuku, 65, was elected to the Mobutu-era legislature in 1977 and 1982. He was a member of the economic and financial committee and the mines and energy sub-committee. He is a native of Kipuna, Bandundu. Born May 17, 1941. Jonathan Bialosuka Wata (CRD) Bialosuka, 41, was defeated for the National Assembly in July ¶2006. Born July 4, 1965. Albert Nzofu Shamanzil (FR) Nzofu, 66, was born November 6, 1940. Hippolyte Musema Mambakila (MLC) Musema, 55, was the primary and secondary education minister in 1997. He participated in the Sovereign National Conference in 1991 as a member of its social and cultural committee. He had a twenty-year career as a secondary school teacher. He was born in Kiala-Kasa on December 15, 1951. Damien Ilunga Gutumbuga (PALU) 66 years old, architect. Born June 20, 1940. Saturnin Luono Kimbanga (FR) Luono, 61, is a career Central Bank official. He was defeated in a bid for the National Assembly in 2006. He has a degree in economics. Born April 6, 1945. Jean Philibert Mabaya Gizi Amine (CDC) Mabaya, 57, is the current president and former vice president of CDC. After a long career at the transportation parastatal ONATRA, he was named CEO in 1999. He is a civil engineer, and earned his degree with distinction at the University of Kinshasa. He participated in the construction of the Inga dam in 1974 and worked with Gecamines in Kolwezi in 1973. He was born in Masi-Manimba on September 6, 1949. Pascal Masela Lakangaliema (PPRD) Masela, 67, was a Mobutu-era legislator, winning elections in 1981, 1982, and 1987. He is a former senior police official. He was born in Sembo-Masa on March 1, 1939. Francois Kaniki Ituome (Independent) Kaniki, 53, is the brother of Monsignor Laurent Monsengwo, Archbishop of Kisangani. He was defeated in a run for the National Assembly in 2006 as an MLC candidate. He has been chairman of the shipping firm SDV Agetraf since October 1990. He served as counselor to the prime minister from 1981-1982. He received law degrees from universities in Kinshasa and Brazzaville and an MBA from the University of Pittsburgh. He was born in Nioki, Bandundu, on January 15, 1954. Andre Boboliko Lokonga (PDSC) KINSHASA 00000119 002 OF 002 Boboliko, 72, was defeated in his run for the National Assembly in 2006. He was an important politician in the Mobutu era, and served at various times as Prime Minister, the president of the Zairean parliament, and senator. He was the labor minister in the 1960 college of commissars in power at the time of Patrice Lumumba's death. He received a degree in social work from the University of Louvain. He was born in Lobaniti, Bandundu on August 15, 1934. Joseph M'pambia Musanga Bekaja (PDC) M'pambia, 71 years old, served under Mobutu as governor of Bas-Congo, Western Kasai, and Equateur at various times; he was deputy governor of Orientale, Nord Ubangi district commissioner in Equateur, and the Lukunga district commissioner in Kinshasa. He served as the Mayor of Kananga from 1974-1975 and the high commissioner of Haut-Katanga from 1971-1972. He earned his degree in economics and finance from Catholic University of Louvain in 1964. He was born in Nisotin, Bandundu on November 28, 1935. Celestin Mokelo Mumba Kebeke (PPRD) Mokelo, 60, is a pharmacist.
