KINSHASA 1092 AND PREVIOUS ¶B. KINSHASA 1031 ¶1. (U) There have been no new reports of fighting in North Kivu over the past 24 hours (ref A),however insecurity continued in the province with the murder of a local administrator and the discovery of mass graves at a recently vacated mixed-brigade camp. ¶2. (U) MONUC's Radio Okapi reported that unidentified armed men killed Michel Frederic Rwahama, interim chief of Rutshuru Territory's Nyamilima locality, on September 12. His murder followed that of his predecessor Muzuna Rumba, killed in identical circumstances in August. Nyamilima is reportedly under the control of FDLR and Mayi-Mayi militia; Rutshuru authorities are unable to travel to the area for the funeral. Local officials are awaiting the deployment of the 6th Integrated Brigade (IB) to the area before beginning an investigation. ¶3. (U) Also in Rutshuru Territory, MONUC and newly-arrived elements of the 6th IB discovered three mass graves September 13 in Rubare at a camp recently vacated by the Bravo mixed brigade. This is the second set of mass graves found at an abandoned Bravo camp during the last month (ref B). A MONUC spokesperson said it was impossible to determine the number of dead without a detailed investigation, but noted the graves were "freshly dug" and the bodies poorly buried.
