1. In Embassy's estimate, the Government of Jamaica (GoJ)
has neither the will nor the ability to contribute military
or civilian resources to Iraq. Given Jamaica's severe crime
problem, the risk of violence in the run-up to impending
national elections, and the country's heavy debt burden
(approx. 130 percent of GDP),for the foreseeable future all
available resources will be required to maintain domestic
security.
