Per reftel, Emboffs met with the Ministry of Foreign Affairs and Foreign Trade (MFAFT)'s Director of Bilateral Relations Courtenay Rattray and Assistant Director Shauna-Kay Richards at midday on July 20 to invite the Government of Jamaica (GoJ)'s endorsement of the Proliferation Security Initiative (PSI) and to provide example text of diplomatic note. ¶2. Rattray said the GoJ would study PSI background materials and would recontact Embassy regarding its position. Post will report further developments. JOHNSON
