Per reftel, Emboffs met with the Ministry of Foreign Affairs and Foreign Trade (MFAFT)'s Director of Bilateral Relations Courtenay Rattray and Assistant Director Shauna-Kay Richards at midday on July 20 to determine the Government of Jamaica (GoJ)'s interest in participation in the blanket end-use, retransfer, and security assurances program and to deliver proposed diplomatic note. ¶2. Courtenay said that he did not foresee any objections to participation, and that the GoJ would recontact Embassy regarding its position. Post will report further developments. JOHNSON
