Arietti, reason 1.4 (B/D) ¶1. (U) This is an action request. See paragraph 4. ¶2. (C) On the margins of the Tripartite Plus meetings in Kigali March 15-16, ICTR Chief Prosecutor Hassan Bubacar Jallow met with SRSG for the DRC William Lacy Swing to discuss MONUC assistance to the ICTR, specifically the location of suspects sought by the Tribunal. It is our understanding, from separate conversations with SRSG Swing and Prosecutor Jallow, that the two have agreed upon the sending of an ICTR team (which should be in the DRC this week) to work with MONUC in identifying these suspects. A local MONUC contact confirmed that MONUC will provide logistical support to this ICTR team. ¶3. (C) It is this embassy's understanding that previous Security Council resolutions governing MONUC's operations make no explicit mention of assistance to the ICTR. Both SRSG Swing and Prosecutor Jallow have told us that such an explicit mandate would be helpful to both organizations, and have asked that the USG pursue such a mandate. We understand that MONUC authorization comes up for renewal in mid-April. ¶4. (C) Action Request. Embassy Kigali supports this request, and asks the Department to authorize our colleagues in New York to pursue it. Such an assistance linkage would be very useful to the ICTR in its pursuit of genocide suspects. We leave it to our AF, IO and USUN colleagues to fashion the proper form of language in the new resolution. ARIETTI
