(S) Embassy Khartoum does not believe there to be a credible basis to suspect the mistreatment of previously transferred Sudanese GTMO detainees by the Sudanese authorities and believes that the GOS has demonstrated sufficient resolve and effectiveness to justify consideration of additional transfers. The previously transferred individuals (reftels) were not detained upon their transfer back to Sudan in 2004 and 2005 and we have no evidence they were mistreated while in the temporary custody of the Government of Sudan (GOS) upon their transfer or following their release from GOS custody. At present, all three transferees are living in or around Khartoum and their whereabouts are generally known to the GOS. In addition, the GOS has listed the three individuals on its domestic no-fly lists and has taken additional steps to restrict their travel. Though Post has not specifically requested that the GOS regularly monitor the location of these individuals, Post is confident that GOS authorities would do so based on specific instances of previous cooperation and our positive counter-terrorism relationship in general. Specific examples of GOS security monitoring of individuals at USG behest that do not involve GTMO detainees but rather other individuals who are potential security threats have already been provided separately to AF/SPG. Post reiterates the positive USG/GOS relationship with respect to security assurances that is demonstrated in these examples. HUME
