(S/NF) Following consultations among the relevant agencies at post, Embassy Khartoum has determined that the Government of Sudan is unlikely to be receptive to cooperation with the USG on the threat of MANPADS at this time. Addressing the issue at the Ministry of Foreign Affairs is likely to raise suspicions on the part of the Sudanese and could be counter productive. Post will seek to find an opportunity to raise this issue discretely with the National Intelligence Service (NISS),framing the issue in terms of Sudanese preparedness in response to the threat of MANPADS. However we have not yet had the opportunity to do so. POWERS
