1. (U) SUMMARY: On July 24, Embassy Khartoum received its first
formal request from a company asking to be removed from the
specially designated nationals (SDN) sanctions list issued on May
29, 2007. Osman El-Hadi of the Shiekan Insurance and Reinsurance
Company contends that although the company is owned by the
Government of Sudan (GoS,) the government does not benefit from
Shiekan because it is an Islamic insurance company that annually
returns its profits to its policy holders. He further contends that
Shiekan is the only insurancecomp!ny provilingcoverag vo
