Charge briefed Acting Foreign Secretary Bhagirath Basnet
January 11 on the President's new Iraq policy. Basnet was
supportive of the policy, noting that the Iraqis needed to be
empowered so that they "can do their own job," and indicating
that he felt this was the key to lasting peace in Iraq.
