1. (C) EmbOff expressed serious U.S. concern March 20 over
the recent barbaric events in Zimbabwe to Dinesh Bhattarai,
Joint Secretary for UN Affairs at the Ministry of Foreign
Affairs, urging Nepal to issue a statement of public
condemnation. Considering Nepal's own traumatic human rights
experiences of late, EmbOff suggested Nepal's voice would be
valuable in urging the UN Human Rights Council to make a
strong, consensus response to the events in Zimbabwe.
Bhattarai lamented Nepal's tendency not to support action
motions on human rights issues and promised to raise the
issue with Foreign Minister K.P. Oli.
