SUBJECT: NEPAL REQUESTS U.S. SUPPORT FOR KUL GAUTAM AS
ESCAP EXECUTIVE SECRETARY
1. (U) This is an action request, please see para 4.
2. (SBU) Nepal's Finance Minister Ram Saran Mahat informed
the Ambassador March 14 that Prime Minister G.P. Koirala had
sent a letter to UN Secretary General Ban Ki-moon to nominate
UN Children's Fund (UNICEF) Deputy Executive Director Kul
Gautam for the position of Executive Secretary to the
Economic and Social Commission for Asia and the Pacific
(ESCAP). Mahat requested U.S. support for Gautam's
nomination. He noted that Nepal was the only ESCAP member
country of "substance" to not have held this position.
(Note: Bhutan and the Maldives, according to Mahat, have also
not been ESCAP Executive Secretary. End Note.)
3. (U) According to information provided to Post by the
Foreign Ministry, Kul Gautam, a Nepali citizen, has had a
long and distinguished career with UNICEF. Starting in 1973,
he served as Programme Officer in Cambodia and Indonesia, as
UNICEF Country Representative in Laos, Haiti and India, and
as Regional Director for Asia and Pacific. He has also
served as Chief for Latin AMERICA and the Caribbean, as
Director for Planning, and Director of Programme Division at
UNICEF headquarters in New York. As Director of Programme
Division and Acting Deputy Executive Director (Programme),
Gautam had major responsibility for developing and overseeing
policy and program strategies for UNICEF cooperation in
developing countries in the early 1990s. He received his
higher education in the U.S. at Dartmouth College, Princeton
University, and Harvard University. Gautam is married and has
one daughter and one son.
4. (SBU) Action Request: Post requests the Department
favorably consider Gautam's nomination as ESCAP Executive
Secretary. If appointed, Gautam would be the first Nepali to

be elevated to the level of UN Under Secretary-General since
Nepal joined the UN in 1955.
