(C) On March 14, EmbOff delivered talking points regarding
the IAEA's report on Iranian compliance with UNSCR 1737 (ref
A) to Dinesh Bhattarai, Joint Secretary for UN Affairs at the
Ministry of Foreign Affairs. EmbOff also delivered talking
points and a copy of the text of the U.S. 60-day report to
the UN Security Council to demonstrate strong U.S.
implementation of UNSCR 1737 (ref B). Bhattarai assured
EmbOff that the Government of Nepal (GON) supported total
nuclear disarmament and opposed development of nuclear
weapons. Bhattarai explained that Nepal had very limited
trade with Iran and nothing in the areas of missile or
nuclear technology. In February, the GON had established a
new "National Authority" to develop and implement policies on
issues related to weapons of mass destruction, for which
Bhattarai was the convener. Bhattarai was grateful for a copy
of the U.S. 60-Day report on UNSCR 1737, but did not indicate
whether Nepal would prepare a similar report.
