On December 10, per Ref A, Emboff asked Mani Bhattarai,
Section Officer for the United Nations, International
Organizations, and International Law Division of the Ministry
of Foreign Affairs, that Nepal's delegation be present during
the UN General Assembly votes on country-specific resolutions
for Burma, Belarus, Iran and North Korea around December
17-19. Emboff also requested that Nepal's delegation vote
"no" on the no-action motions and "yes" on the merits of the
resolutions. Bhattarai gave no indication that the
delegation would do anything other than abstain. Foreign
Minister Sahana Pradhan and Under Secretary Rudra Nepal had
been equally noncommittal during Post's previous attempts to
secure Nepal's support for the resolutions (Ref B).
