On November 14, Emboff met with Rudra Nepal, Under Secretary
for the UN and International Organizations at the Foreign
Ministry, and requested Nepal's UN delegation vote against
amendments to the anti-rape resolution and support the
adoption of the resolution without amendments as per Ref A.
Rudra Nepal reiterated his government's support for the
resolution (Ref B) and said that Nepal's delegation in New
York has already been instructed to vote affirmatively
without amendment. The Under Secretary did not say whether
Nepal would cosponsor the resolution.
