(C) On October 31 Post contacted the Embassy of the Argentine Republic in New Delhi as the mission responsible for relations with Nepal regarding Argentine's effort to persuade the International Criminal Police Organization's (INTERPOL) General Assembly to confirm the issuance of six Red Notices. Emboff informed the Argentine mission that Nepal would send two delegates to the General Assembly meeting in Morocco and offered to approach the Nepalese regarding the vote. Ramiro Velloso, Second Secretary at the Argentine Embassy, thanked Emboff and said that he would be back in touch after consulting with the Ambassador. On November 1, Robin McClellan, Senior Counterterroism Advisor for the South Asia Region at the U.S. Mission in New Delhi informed Emboff that she had meet with the Argentine Ambassador and confirmed that Emboff should follow up with the appropriate police contacts in Nepal but emphasize that it should be handled in a low-key way. Nepal Police Contacted -------------- ¶2. (C) On November 1, Emboff spoke with Amar Singh Shah, Additional Inspector General for the Nepal Police, regarding the upcoming INTERPOL vote. Shah is the Director of the National Police Academy and will be attending the INTERPOL meeting along with Inspector General Om Bikram Rana. Emboff approached the matter in an indirect manner, but did discuss the background of the importance of the vote. Shah appreciated the information and asked for details. Emboff demurred, stating that it was an Argentinean issue but emphasizing the importance of the issue to Argentina and the fight against terrorism. POWELL
