(SBU) On January 18, Post delivered reftel talking points 
regarding the designation of five terrorist facilitatiors and 
a copy of the Statement of Case from the U.S. Department of 
the Treasury website to Dr. Dinesh Bhattarai, Joint 
Secretary, UN Division, Ministry of Foreign Affairs. 
 
SIPDIS 
Bhattarai agreed January 22 to convey the information to the 
Ministry of Finance and the Central Bank to ensure that local 
banks were alerted.
