On July 30 Emboff presented information to Joint Secretary,
Europe and America Division, and U.N., International
Organization and International Law Division, Dr. Dinesh
Bhattarai about the International Convention for the
Suppression of Acts of Nuclear Terrorism, also known as the
Nuclear Terrorism Convention (NTC) and urged the government
of NEPAL to sign and ratify the treaty at its earliest
convenience. Dr. Bhattarai was familiar with the treaty and
stated that NEPAL did intend to sign and ratify the treaty,
though he was unable to say when that might occur. He stated
that NEPAL had a clear position opposing terrorism and the
misuse of nuclear, chemical, and biological weapons. Dr.
Bhattarai conceded that NEPAL probably did not have adequate
domestic legislation to comply with the provisions of the
NTC, but he expected domestic legislation to be enacted after
ratification of the NTC.
