On July 30 Emboff informed Joint Secretary, Europe and
America Division, and U.N., International Organization and
International Law Division Dr. Dinesh Bhattarai of U.S.
support for Steve Carr's candidacy to the International Red
Cross and Red Crescent Movement's Standing Commission, and
urged support for his election. Dr. Bhattarai was receptive,
though noncommittal. He asked for a formal diplomatic note
with Steve Carr's cv so that he could present the information
to his superiors. Post has been in contact with the desk
