1. (C) At a meeting on detainee transfer issues on October 7,
PolMilOffs informed Mohammad Zia Salehi (Situation Room
Director) in Afghanistan's Office of the National Security
Council (ONSC) that the two Afghan detainees listed in reftel
will be scheduled for Administrative Review Board (ARB)
proceedings at Guantanamo Bay (GTMO) in approximately 30
days. PolMilOffs discussed reftel talking points with
Salehi, who responded that the information GTMO has provided
about the two detainees is not sufficient to allow IRoA to
identify these detainees to provincial officials and to
obtain information about them. Neither the information in
reftel nor in the Excel spreadsheet with Dari information on
all Afghan GTMO detainees (relayed by OSD via e-mail on
September 21) identifies Amir Khan (ISN: 900) by where he is
from in Afghanistan, only by his Pakistani birthplace. Data
on Abdul Ghani (ISN: 934) lacks required identifying
information on village of birth and father,s name.
2. (C) After receiving the necessary information on the two
detainees, ONSC will provide, and Post will relay via front
channel cable, any written information in support of release
within 30 days.
