1. (C) Post had delivered request for Afghan support
for the U.S. candidate to the Committee Against Torture
on August 12 and followed up on September 19.
2. (C) G. Seddiq Rasuli, Deputy Director of the United
Nations and International Conferences Department of the MFA
told Poloff on September 20 that the government of
Afghanistan supports the U.S. candidate, Ms. Felice Gaer.
Rasuli provided poloff a copy of a note verbale. The text of
the note verbale is below.

The Ministry of Foreign Affairs of Islamic Republic of
Afghanistan states its compliments to the Embassy of the
United States of AMERICA in Kabul and responds to the letter
No. 07-1972, dated August 12, 2007 of that Embassy:
Considering the friendly relationship between the two
countries; the Islamic Republic of Afghanistan supports the
candidacy of Ms. Felice Gaer as the member of Committee
Against Torture.
The Ministry of Foreign Affairs of Islamic Republic of
Afghanistan avails itself of this opportunity to renew the
Embassy of United States the assurances of its highest
consideration.
