/>Mr. Zarar Ali Khan, interviewed detainees Bashir Mohammad

(US9PK-002383DP) and Guy Khan (US9PK-001789DP) and confirmed

their Pakistani nationality. Polmiloff was present during

both interviews. Adam Khan phoned polmiloff on February 19 to

advise that two men transferred to Adiala with the same names

were not the two men he interviewed on January 7; he offered

to provide photographs of the men who were transferred. In

coordination with CJTF-82, Polmiloff advised Adam Khan that

Pakistani MAJ Paracha had signed for the two detainees, who

had been separated from the general BTIF population after the

January 7 interview along with the others transferred on

January 8, that BTIF has biometric data on all transferred

detainees, and that photographs provided to Pakistan at the

time of the detainees' transfer had been taken when the two

were detained in 2004 and 2005. Mr. Khan remained adamant

that the USG had transferred two men who should not have been

transferred and that the men he interviewed remain in the

BTIF. Polmiloff asked Khan to provide current photographs

taken at the National Crisis Management Cell in Islamabad.



4. (S/NF) Both Pakistani Embassy contacts met polmiloff again

at the BTIF on March 29, where they interviewed juvenile

detainee Hamza to ascertain his nationality. Polmiloff asked

if they wanted to review BTIF photographs of Bashir Mohammad

and Guy Khan, but Adam Khan stated that the matter was now

"with the government" (in Islamabad)." The Pakistani

diplomats asked, however, that Hamza be photographed in front

of them; polmiloff relayed an electronic copy of the

photograph to them in Kabul on April 4. The Pakistani

diplomats are now locating Hamza's family (his mother is

Pakistani) and have advised that they will confirm his

nationality in writing to polmiloff.

5. (S/Rel to USA, GCTF, ISAF, NATO/MR) On March 29, polmiloff

also provided the Pakistani Embassy officials with the

following information in writing as received from CJTF-82 via

POLAD, in response to Pakistani diplomatic notes requesting

consular access and information about the grounds for

detention of six detainees including the juvenile Hamza.

There is no Amanatullah in the BTIF.



Abdul Karim US9PK-003014DP is in the BTIF being held as an

enemy combatant. He is alleged to have supported and

participated in anti-coalition activities and is viewed as

a continuing threat to coalition forces and the Government

of Afghanistan. Should his status change, he will be

considered for release.



Palik Jan US9PK-003015DP is in the BTIF being held as an

enemy combatant. He is alleged to have possessed bomb-

making materials in support of anti-coalition activities

and is viewed as a continuing threat to coalition forces

and the Government of Afghanistan. Should his status

change, he will be considered for release.



Hamza US9PK-003043DP is in the BTIF being held as an enemy

combatant. He was detained for providing support to Al

Qaeda and insurgent activities against coalition forces.

Should his status change, he will be considered for

release.



Juma Khan US9PK-003044DP is in the BTIF being held as an

enemy combatant. He is alleged to have been involved in

attacks against coalition forces and is viewed as a

continuing threat to coalition forces and the Government of

Afghanistan. Should his status change, he will be

considered for release.

Response to Yemeni Ambassador to Pakistan

6. (S/Rel to USA, GCTF, ISAF, NATO/MR) Post advised Islamabad

via reftel A of the following to be relayed to the Yemeni

Ambassador to Pakistan in response to his query, which

Islamabad relayed to Kabul via reftel B in March. CJTF-82 has

advised the following on the status of the two queried

detainees, who are in the BTIF:

Amin Mohammed Al-Bakri US9YM-001464DP is an enemy combatant

with ties to Al Qaeda. He is a worldwide threat. Any

requests for his release will have to be submitted to the

US State Department.



Fadi Ahmed US9YM-001815DP is an enemy combatant with ties

to Al Qaeda. He is a continuing threat to Coalition forces

and the Government of Afghanistan. Any requests for his

release will have to be submitted to the US State

Department.
