(U) This is a time sensitive action request; please see para 3. ¶2. (SBU) Background: In order to comply with Leahy Amendment vetting requirements, this cable forwards (in para 5) the names and biodata of 21 candidates for INL-funded training as members of a personal security detail (PSD) for Attorney General Abdul Jabbar Sabit. The Attorney General was asked to nominate candidates whom he trusts fully. The Attorney General has received threats, due to his position and because of his prosecution of corruption. Post is therefore eager to have these PSD candidates complete this training as soon as possible, so that they can begin to provide Attorney General Sabit protection. ¶3. (U) Action Request: In light of this background, post requests that the Department complete its Leahy review of the candidates by April 20. Post wishes to thank the Department in advance for its support on this matter. ¶4. (U) INL has conducted in country vetting and has possesses no evidence of human rights violations on the individuals. Post has made good faith effort to ensure that the individuals who provided only one name truly only have one name. ¶5. (SBU) Following is biographical data for the PSD candidates: ¶1.
