1. (C) Summary. PolOffs observed October 19 that
construction work continues in the E-1 area between Jerusalem
and Ma'ale Adumim, with two new antennae atop the police
station building. Curbs have been installed along nearly the
entire road, and water and sewage systems have been installed
underground. (Note: Photos emailed to NEA/IPA. End note.)

NEW ANTENNAE ATOP POLICE STATION
--------------
2. (C) PolOffs observed on October 19 two antennae on top of
the police station building in E-1, the area between
Jerusalem and Ma'ale Adumim. Each antenna stands roughly
four or five stories above the building. (Note: The police
station compound was closed, so PolOffs could not assess
construction progress inside the compound or the building.
End Note.)
CURBING NEARING COMPLETION ON ROADWAY
--------------
3. (C) PolOffs observed continued work on the main road
leading to the police station. The cement curbing observed
during the previous September 25 visit (reftels) is nearly
complete from the base of the hill to the police station,
creating a median between two lanes of traffic. The median
has been filled with soil and contains bases for lamp posts.
The road remains unpaved, but curbs and soil have been
installed around the two traffic circles observed during the
September 25 visit.
WATER AND SEWAGE SYSTEM INSTALLATION APPEARS COMPLETE

4. (C) Water and sewage installation under the road appears
to have been completed. No pipes are visible above ground,
and rainwater drains abut the curb along the road. The
manholes observed during the September 25 visit are level
with the road and covered with manhole covers.
