1. (SBU) The Palestinian Authority (PA) does not control
borders or administer border crossings. It does not collect
information on travelers who enter the West Bank/Gaza from
Israel or Israeli-administered crossing points. Response to
Ref A's specific information requests follow:
2. (C) A. The PA does not maintain traveler watchlists. The
Interior Ministry and various PA intelligence/security
agencies keep separate files on individual terror
suspects/political threats.
B. The PA does not conduct border/port-of-entry operations
and thus does not collect or share passenger data records.
The PA does not have access to records collected by the
Government of Israel for travelers bound for the West Bank or
Gaza.

E. The PA's travel document (not officially a passport, but
treated as a passport-equivalent by many countries, including
the U.S.) does not contain biometric information. The PA
issues replacement passports for full validity with the same
appearance as the originally-issued document (Ref B).
F. Host-government fraud prevention and detection are not up
to international standards. Identity document fraud is
increasing.
G. The PA does not have systematic policies on
retention/storage of personal data. Outside parties do not
have legal standing to force disclosure of any personal data
the PA collects.
