1 (C) Infrastructure work is continuing in the vicinty of
the new Israeli police headquarters in theE-1 area between
Ma'ale Adumim and Jerusalem. Pooff saw additional grading on
January 31 in the rea that a Palestinian foreman said on
December will be the site of a possible 600-unit housing
omplex, and grading has begun just southwest of ths area as
well. Further grading has been performd in the area that was
the old road leading to te police station (Reftel B) and in
the area justbelow the headquarters bulding. (Begin Note.

¶2. C) In addition to the new grading that has occurred
since Poloff's January 19 visit, parts of the rodway leading
to the police station have been widned as much as 20 feet,
and workers were diggingplacements for large pipes during
Poloff's Januay 31 visit. (Comment: The continued leveling
of gound, the widening of the roadway, and the placemet of
large pipes at E-1 continues to suggest tha the
infrastructure work underway goes far beyon what is
necessary for a police station. End coment.)
