1. (C) Summary: PolOffs observed September 25 that
construction work continues in the E-1 area between Ma'ale
Adumim and Jerusalem and has begun on external structures
near the E-1 police station building. They also observed two
new traffic circles, which may suggest future road system
expansion, and installation of sewage and water systems for
the police station. (Note: Photos e-mailed to NEA/IPA. End

POLICE STATION NEARING COMPLETION
--------------
2. (C) PolOffs observed construction of a gas station and
basketball court behind the police station building in E-1,
the area between Jerusalem and Ma'ale Adumim, on a September
25 visit. PolOffs saw the police station interior, where
doors and water fixtures have been added since PolOff's last
visit, but the interior is still unfinished and cluttered
with construction debris.
CONTINUED WORK ON ROADWAYS
--------------
3. (C) PolOffs observed continued work on the main road
leading to the police station. The road is unpaved, but
cement curbs have been installed about one-third of the way
down the road from the police station, since PolOff's last
visit. Two traffic circles have also been cleared along the
road, suggesting additional roads will feed into the main
road.
ONGOING WATER AND SEWAGE SYSTEM INSTALLATION
--------------
4. (C) Water and sewage system installation has progressed,
and the pipes previously reported (see Ref A) are being laid
toward the base of the hill. Cement pipes that will
eventually serve as manholes protrude from the dirt every ten
or fifteen meters.
